In the last round of the Bob Hope Invitational I saw Pat Perez Address his ball and it moved three times.?

The ball didn't move alot. but it flexed in the gr as the gr flexed. Should he have called a penalty on himself? Or is some flexing of the gr permitted if the ball doesn't roll? What constitutes moving the ball at address with a fluffy lie?
