Do you believe that he should actually resign? By failing to be forthright about the ual abuses of parishioners, and the known cover-ups, and by dancing around a sincere apology, is he doing the Church more harm than good? Might not the Church benefit in the long run by a clean and clear and brave admission of guilt, and a resignation? (And replacement by an honorable man who has a spotless, exemplary record. Maybe a missionary?)
